Hong Kong, October 30, 2009 - Kingboard Chemical Holdings Limited (“Kingboard” or the “Company”) (HKEx: 148) today commemorated the opening of a new central office and promotion of the dedicated high-density interconnect (“HDI”) facilities in Kaiping, Guangdong Province for its subsidiary Elec & Eltek International Company Limited. The Kaiping HDI facilities are dedicated to the production of HDI printed circuit boards (“PCB”) which are used in the manufacturing of sophisticated hand held devices including smart phones and ultra mobile PC’s.

Kingboard Chairman Mr. Paul Cheung Kwok Wing remarked: “Our efforts in developing the downstream PCB division have yielded excellent results for us. The Group has therefore embarked on a major expansion focus into HDI technology with two dedicated HDI plants in Kaiping, Guangdong Province, and Kunshan, Jiangsu Province. Further to our position as the largest PCB manufacturer in China, we also maintain our edge as the technology leader in laminate and PCB manufacturing, constantly gaining ground with high-end customers by providing them with premier-quality and technologically-advanced products.”

Elec & Eltek Kaiping, established in 1992, was Elec & Eltek’s first high-end PCB plant in China. To date, total investment at Kaiping site exceeds USD400 million. The site occupies 290,000 sq. meters and comprises 6 state-of-the-art plants with an in house laminate facility – Kaiping Pacific Insulating Material Company Limited - to ensure a stable supply of quality laminates. Back by an experienced team of over 4,000 employees, Kaiping produces 1.9 million sq. meters of quality PCB annually for top-tier customers worldwide.

To optimize the working environment and pursue sustainable development, the Group refurbished the central office of Elec & Eltek Kaiping in 2009, including upgrading the IT network, information systems and re-layout of various functional departments to better utilize indoor natural lighting to provide an efficient and ideal working environment for the core management team and technical professionals.

Mr. Cheung added: “Being the flagship PCB plant within Kingboard Group, Elec & Eltek strives for innovation and advancement. To capitalize on the thriving global demand for HDI, we invested over USD110 million to transform current production capabilities from conventional PCB to HDI with the aim to build the best and largest HDI production centre in southern China with world class technology. With a competent team of local and overseas engineering talents plus superior hardware including an advanced horizontal plating line, current monthly HDI production capacity reaches 30,000 sq. meters. Landbank is available at Kaiping site for further capacity expansion to reach monthly HDI capacity up to 120,000 sq.meters in future.”
