Takes Part in the Construction of teacher.com.cn
China's First Education Resources Website for Teachers

Hong Kong, January 5, 2003 - Banking and telecoms solutions provider Technology Venture Holdings Limited (TVH, SEHK: 61) announces the inauguration of teacher.com.cn, a Website initiated by China Northeast Normal University, and jointly developed by 14 provincial education institutes, TVH, ChinaCast Co, Ltd and Sina.com. The launch of teacher.com.cn was held on December 28, 2002 in Beijing and officiated by Mr Yuan Guiren, Deputy Minister of Education of the PRC.

teacher.com.cn is a Website converging the nation's education resources, registered under the Ministry of Education. It utilizes the latest satellite delivery channels to provide training and continual education for principals and teachers of all primary and secondary schools on the mainland. The project is in line with the Ministry of Education's endeavor to set up a systematic and regulated system for the continual education of primary and secondary teachers. Primary and secondary school teachers throughout China are required to renew their teaching certificates in every 5 years. As a prerequisite for such renewal, teachers are required to complete a certain number of hours of continual education, and teacher.com.cn is a recognized medium for conducting such continual education. With teachers' need to have continuous access to teacher.com.cn for education materials and information, teachers.com.cn secures a recurrent income stream as a partner to this long-term joint development project between the education and the commercial sectors.

Built on Hughes Network's DirecPC® satellite platform provided by ChinaCast, teacher.com.cn also draws on the Internet and networking strengths of Sina.com, as well as the systems integration and software competencies of TVH. TVH is one of the principal technology partners of this project and is responsible for the provision of the hardware such as mainframes, middles-wares and database to the platform as well as the development of the application software that enables the deployment of the long-distance learning platform.

The project is jointly financed by China Northeast Normal University, Beijing Dong Shi Da Co. Ltd., TVH and ChinaCast with a profit sharing arrangement among the partners.

Mr Li Wei, Chief Operating Officer of ChinaCast, noted: "In line with the Ministry of Education's long-term development strategy to promote and enhance nationwide education quality and standard through the use of information technology, we will provide education content via satellite transmission and Internet platform of teacher.com.cn. Such use of advanced information technology not only serves to economize the costs required for continual education and training of teachers but also allows ready usage where there is internet access. Resources can therefore be reallocated to the less developed Western District for the advancement of education which will ultimately bring forth a faster pace of social and economic development in this part of the country."

There are more than 570,000 primary and secondary schools in China, employing a total of over 10 million teachers. teacher.com.cn plans to establish over 60,000 member sites in five years, which will command a coverage of 4.8 million teachers across the country. To access the Web-based education resources, the teachers need only to purchase one set of training material. Revenues from the project are expected to exceed RMB 100 million in a couple of years.

On the mainland's education resources provision arena, TVH and ChinaCast have jointly and successfully set up a number of education platforms on various subjects and themes in the past two years with cooperating parties including Beijing Medical University, Beijing Aeronautics and Astronautics University, Beijing Science & Technology University, China Southwest Normal University, Beijing University Subsidiary Secondary School, Employment and Training Center - Ministry of Labor and Training Center - Ministry of Justice.
